Looking for a program to measure the average colour of a picture.

Need help. I need to find a program that is able to measure how white a picture is with some reasonable sensitivity. Something that is able to tell the difference between these images  for example image.png.5b4f490ed77fca40a7d5b3763e76b549.png

This is High School comp sci stuff. Using JavaScript (I learned using the program Brackets and outputted via HTML) get the RGB values for each pixel and you can output those averages. I'm not sure exactly what you want specifically but you will just compare rgb values for both images.
