well at least there honest. If I were you I would try to get a better card from them for the same price and if it comes in and doesn't work you can always say it does not match what is described in the add an get a full refund plus shipping.

It's a great deal and even the video card that's double that price I paid is not as good, it's an Rx 470 4gb

Let's hope he does and doesn't lock you in a loop of delays and bullshit.  Be ready to contact Ebay about this, as well.

 

Best case, they had a few of those cards and they test them just before shipping again,and found yours dead.  But then again, they shouldn't list a card without checking it.

 

So really.. the seller screwed up or is scamming.

You can get a direct refund from eBay themselves, especially if you send them a screen shot of the original defect message.  They'll take the refund from their account and send it back to you.  I haven't had any issues w/eBay assistin w/refunds.

Short version, whatever you do, call eBay to report his behavior. Here's why you should take the extra step of reporting him:

 

Whenever a seller messages you "an hour or so" after you make a purchase to tell you the item is "broken", something's up. You filled in a big blank here:

This tells me, as an eBay seller, exactly what this guy is up to. He saw how much you bought the card for and thinks he should be getting more for it. It's happened to me on several occasions. I priced something way too low, someone came in and snapped it up, I left a bunch of money on the table, shit happens. This guy's being sleazy about it and saying that the card is "broken" so that you'll go away and he can relist at a much higher price.

 

So here are your options. You can take the refund and walk away, knowing that you're getting shafted by a dick. Or, if you're feeling feisty and want to prove my theory, find another RX 470 4GB in his stock and tell him you want that card. Hopefully it's a lot more expensive than what he sold you. If he just agrees to it, hey, you've got a perfectly good RX 470, probably a better card/cooler than what you would have gotten originally, and you can go on your way.

 

But that's not what's going to happen. You're going to ask for that higher-priced card that's the same GPU that was "broken", and he's going to say, "well, that card's a whole lot more expensive than the one you bought. i was thinking this one:" and he'll offer you a card that's roughly the same price as the one that was "broken", even if it's a step down from an RX 570 to an RX 560 or GTX 1050 Ti. If he tries to pull that, it's an instant call to eBay to report a seller attempting to con buyers. A buyer picks up an RX 470 at way too low a price, the seller says that it's "broken" and offers the buyer an equivalently priced RX 460, and boom, the seller has now gotten rid of a crappy RX 460 by offloading it on someone who paid more than it's worth expecting an RX 470. You'd be amazed just how much a shady seller can f*ck with this stuff if they try.

 

Those are your two options. I mean, you could insist that he send the GPU you purchased, but then he's just break the thing out of spite and you'd lose any eBay claim because he specifically said that it was broken and offered you a refund already.

Aerocool DS are the best fans you've never tried.
