If you are okay with used hardware, I would TOTALLY recommend that you go to eBay and purchase a GTX 1080ti. They are like $520ish with Free shipping, and better than that they perform better than the RTX 2080 in most applications. With your budget, you could even afford two of them and put em in SLI if you really wanted. You can even find some of the limited edition SC2 watercooled EVGA cards if you look hard enough. 

 

Ive bought my last two GPUs through eBay and had awesome luck as well as got awesome deals, but YMMV

1080p is a big market. For high refresh rate with Ultra settings, it narrows down to:

GTX 1660 ~ RX 590 < GTX 1660Ti < Vega 56 < RTX 2060 < Vega 64 < RTX 2070

And the Vega 64 and RTX 2070 both lead nicely into 1440p gaming if you wanted to upgrade in that way.

 

In the U.S. the Vega cards are on super nice prices currently, so it's hard not to make the Vega 64 my suggestion.

For price to performance, I'd say this model is what I would do if I were in the market:

Yeah I have no idea what SLI is nor do I know what 1080ti would be better performing.

I wouldn't. SLI is when you bridge 2 GPUs together for added performance, but these days the support is lacking.

In most use cases that money would be wasted, or even hurt your gameplay.

I'll look into it I dont want the PC to be loud anyway I'm just not sure about it because of the glass.

oh... i looked into it

 

because i selected the quite big hx750 it doesn't even fit

 

but that aside, i think you're getting a great deal with the cooler master h500 i linked above, it has freakin 200mm fans in the front

 

I'd recommend it with the in the box mesh panel for the best airflow
