Motion blur is always 'off' for me.

Having it on feels and looks awful (to me).

It is trying to 'smear'  frames around just like what happens in real life, but the end result is just jarring to me. Depending on the game, the smearing may even happen when doing only small movements.

 

You're gonna have to decide on your own, whether you like or dislike it, but I personally dislike. It adds nothing to the game but annoyances for me.
