Check if your graphic card is correcly pluged in to your monitor (EDIT: do you plugged card to your monitor, not mobo? wink wink), check if you properly seated card in PCI-E slot, try different PCI-E slot if you have more than one and last one check card on friends computer.

ah also once someone forgot to plug pci power cables to card - check that to.

It worked in a different PC? Thats weird...

Try updating the BIOS on your motherboard, as well as the VBIOS of the card.

Brands I wholeheartedly reccomend (though do have flawed products): Apple, Razer, Corsair, Asus, Gigabyte, bequiet!, Noctua, Fractal, GSkill (RAM only)

no, just any dedicated card graphics. i had a defective asus 1080 that did something similar. i had to RMA it.

Do you have the motherboard supplemental power plugged in? do you mind posting a picture of your motherboard with everything plugged into it?

every thing is plugged in fine i made sure of that literally only issue is trying to get display from the gpu

So I would try a different graphics card in your computer if you have access to one to test your motherboard. Otherwise return/Rma your graphics card see if that fixes it, if that doesn't work its probably the motherboard.
