System Re-install or System Restore

Does restoring the system set the computer back to before there were issues w/the system or is it better to just re-install the operating system (Windows 10)?

I recently installed an EVGA RTX 2080 FTW3 Ultra Gaming into my computer and it crashed 3x.  I then DDU'd the drivers and re-installed them, so the crashing stopped, but my system was definitely slower.  I DDU'd again and re-installed the EVGA GTX 1070ti FTW2 drivers and the vast-majority of my issues went away, but there're still some issues that weren't there prior to the RTX swap.  Would it just be better to re-install Windows 10 or System Restore?
