CPU:i5 7600k
MOBO: Gigabyte GA-B250M-D3h
RAM: 8gb at 2666 MHZ
GPU: EVGA gtx 1080ti FTW3

The problem occurs while playing Battlefield 5. I'm playing on 2440x1440 resolution witch is native to my monitor. I've tried playing on max/low settings, trying to with DX12 and without and so on. The CPU usage is staying at 95-100% while GPU never reaches double digit. There is not thermal throttle.

 I've run skyheaven benchmark and it worked fine with cpu at 50% and gpu at 100%

What kind of performance are you seeing with 2% gpu usage? 

 

 

 

Edit: my 2cents: you are accidentally using the iGPU and not the dgpu. Try setting windows to high performance mode and see if that helps.

If you're seeing very high CPU usage, with low GPU usage, I would assume your PC is accidentally using your Intel GPU instead of your Nvidia GPU. Fixing this is very simple. Right click on your desktop, and launch the Nvidia control panel. Under "video settings" (or something similar) you see a tab where you can select your GPU. If my suspicions were correct, then it should say "integrated GPU" or "Auto." Change it to "Nvidia high-performance GPU" (or something similar), click apply, and you should be done.

i've got anywhere from 40 to 70 fps. But mostly low 60/mid 50.

it's impossible to be rendering 70fps on BF5 with just 2% of GPU usage.

 

Either ways with a 4c/4t I'm not surprised your CPU is maxed out and it's bottlenecking the GPU, eveything seems in order aside the GPU usage you're describing, I'd ditch EVGA's software and use MSi Afterburner+RivaTurner.

I've tried every solution offered to me in this thread and used MSI afterburner. I'm still gettings GPU usage from 40-70% while usage was still 100%. Is that considered bottleneck?

Yes sir, your CPU is already 100% usage maxed out, it's trying to tell the GPU what to draw/render as fast as it possibly can but it's not fast enough for the GPU to reach it's full usage... so the CPU (and likely your memory configuration if I'm honest) are bottlenecking the full potential of your GPU.

Off the topic question. Do you think I should wait for new ryzen 3850x or go with i9 9900k. I'm asking because I see you got one.

I'm considering buying the i9 now and sell it of when amd releases, but I'm quite scared how much will the price drop on the i9 after amd release.
