The RX 480 didn't have a price listed on pc part picker thats why I asked and I'm trying to stay in the $600 usd range

They generally aren't available as they've been discontinued. The direct replacement performance-wise is the RX 570. Marketing-wise the direct replacement is the RX 580.

If you want to save $130 on Windows 10 you don't need to activate it, you just lose out on some functionality like personalization options and an activation nag in the bottom right of the screen.  If you really want to activate it you can buy keys off sites like eBay or Kinguin really cheap.  You can download Windows 10 ISO from Microsoft for free.

If you're going Ryzen, I recommend either waiting a bit more as Ryzen 3rd gen is coming and you could get better deals on the old 1st/2nd gen CPUs.

Or... if you have a Microcenter near you, go pick up a Ryzen 1600 + motherboard combo for cheap
