Software overlay to mirror parts of UI to a different part of the screen in real time

Hi,

 

I am looking for a software that could clone/mirror selected parts of my screen to display them in a different location. Something like image editing but in real time.

 

Example: I am playing a certain windowed game, which has a hotkey bar fixed in place in a very unpractical location. I want to be able to copy/mirror individual skill indicators to a selected part of the screen.

 

I don't know if something like this exists, and whenever I search for it I only get results about game streaming or image editors.
