CPU Upgrade

My current CPU/system is an i5-6402p, RTX 2060, 16gb ddr4, Asus H170-PRO. 

What is the cheapest CPU I can buy that won't bottleneck my GPU?

depends on the market, at 1080p a used i7 or a Ryzen 5 6 core will do (even counting in the new board for Ryzen)

bottlenecking depends on the resolution you're playing, the games you're playing, and the settings you're playing them at.

I use 1080p 144hz

If you wanted to keep the motherboard, one of the best CPUs you could get would be the 6700k. It's a bit pricey, but you could probably find one used, and it would keep you going for quite a bit longer.

unless you can overclock the CPU, Intel doesn't have an advantage here. Not a cheap one anyway

No.

100 series chipsets (like your H170) dropped support for new CPUs after 8th gen. Since the 9400F is 9th gen, it won't work on that motherboard, despite it having the right socket type. You'll need a new motherboard if you want that CPU.

I'd get a new 300 series chipset motherboard. Something like a Z370 or Z390 would be considered "high end"
