monitor or PC upgrade first?

For what games will that be better than your i5 KabyLake CPU?  I don't see a clear use-case where you have a big CPU bottleneck (especially even for 1080p gaming).

Right, this exactly. The 7400 really doesn't bottleneck the GTX 1060. It can handily drive up to a  GTX1660 Ti without much bottlenecking. It's only beyond that point (RTX 2060+) that it begins to become a bottleneck.

 

The only thing you'll want to upgrade should you spring for 1440p/144Hz is the GPU. The GTX 1660 Ti or RTX 2060 are both great options for that. I'd personally go for the RTX 2060. Even though the 7400 will bottleneck slightly, it's not enough to worry about.

really i dont know why then but in gaming at 1080p i am definitely getting cpu bottlenecks, the game is dropping below 60fps quite often and this is on low settings, mabye the games just arent optimised very well but it happens in battlefield v, Battlefront 2 and assasins creed oddesy and task manager shows the cpu at 100% whilst the gpu isnt even over 70%. The system as a general is also slow when i have a more than a few things open, i often have large number of chrome tabs open which also seems to use about 50% of the cpu when i am trying to other things such as gaming or using photoshop

Something is definitely off then. This guy is running the same hardware as you and with almost all of the settings maxed and he never dips below 60:

 

 

So, there's a few possible culprits:

 

1) Are your GPU drivers up to date?

2) You may have a virus/malware. Do a scan to confirm.

3) Chrome, even with a lot of tabs open, really shouldn't approach 50% CPU usage. Something is very wrong there. I have an instance of chrome open right now with 15 tabs opened and the CPU usage for me is 4%on a 9700K (so MAYBE 8% is what you should be at). You might want to reset chrome to factory settings to see if that helps, and disable all plugins, then enable them one by one to see if you find a culprit.

4) Just to confirm, while gaming you aren't using photoshop, are you? That could eat your available CPU horsepower.

right now 3 chrome tabs are using 10%

yeah, that seems very wrong. For me 3 tabs uses 0.7%. Like I said I'd try doing a factory reset on chrome and also disable all plugins if you have any.
