PC Stuttering for about a year. Please help

That would also cause problems.

Ryzen processors really much better on fast dual channel memory, being two sticks of ram and optimally 3000mhz, at the least 2666

I should also mention that no stuttering happens in safe mode. Does this say anything? Also do the memtest results say anything?

thats normal its running at 2400, could be windows update or driver related. Did it stutter when you reinstalled windows before updating it?

Pretty sure. It always stutters. Should I cancel my order for new ram?
