PC Stuttering for about a year. Please help

My pc has been stuttering a lot in the UI. The audio also stutters. Some days when i turn on my pc its working fine, but when it stutters it does not stop. Every 30 seconds or so. Sometimes if its stuttering, it will stop if i am watching a youtube video. Ive tried reinstalling windows many times. No effect. Got new PSU, nothing.

 

I tried switching my one ram stick to the other slot and my pc didn't post, so i put it back and then my pc worked perfectly for a couple days then started stuttering again. I suspect the ram my be the issue but not sure.

 

I've monitored temps, all fine, usage is fine EXCEPT for something i just noticed today.

When my pc stutters the "3D" under gpu usage spikes. 

One thing that will consistantly make it stutter is opening an application that requires admin permission. The screen it goes to and the sound cause audio and visual stutter and "3D" gpu usage always spikes to 100%

 

Also it will sometimes freeze for a few seconds, all monitors will go black for a few second and then come back, seemingly random. And at these points it will also go to 100%

 

Any help is appreciated

 

Specs: 

Cpu: Ryzen 7 1700

Gpu: gtx 1060 6gb

motherboard: asrock ab350m-HDV

8gb ram (brand: viper)

Yep, probably bad ram or a bad slot.

Are you in memtest? It should just run on its own.

lead me thinking is that a real gtx 1060...?

get gpu-z & passmark to see anything fishy

It's made by gigabyte. 

Also not sure if this means much but I put it in a different pc and everything worked fine

That would also cause problems.

 

Ryzen processors really much better on fast dual channel memory, being two sticks of ram and optimally 3000mhz, at the least 2666

slow ram on ryzen wont cause the shutter issue.

In addition to the issues, I've seen it happen to a couple other people- but stuttering was strictly in games.

OK I'll probably do that. So I shouldn't be worried that my pc didn't post with the ram in the other slot?

mostly games and occasionally apps, i haven't upgraded just overclocked it from 2400-3000.

 

if you can overclock try 3000 16-16-16-36 1.4v or 3200 18-18-18-38 1.4v

Hm ok. My stuttering is global including ui when nothing is running
