DiRT 3 microstuttering - annoying

Hello! I recently got DiRT3 on steam because I love racing games.
First problem was easy enough to figure out. Even though there's a fancy 8x MSAA thing, the game will not let you use it because I guess it prefers AMD for this game and I have NVIDIA. Fine, whatever.
But the main issue is the microstuttering. I'm gaming on a 180hz 1080p monitor and while I can get way more than enough frames for the game (able to push 370fpsg minimum) I cannot get the microstuttering to go away.
Does anyone have a fix for this? Included is a video. Watch the rims just stop for a fraction of a second. This is literally every 2 seconds. anyone have a fix for this?

Nope. Just tried Preset "Ultra low" and it's doing the same thing.

then i'd check what core the game is using and see what it is that the machine is doing besides playing the game that causes the system to become non priority

just to see, I put every other processes on core 0-5, and gave DiRT3 6-7. It's literally the only thing processing on those cores and it STILL stutters.

to be honest i dont have this issue with dirt 3 as I dont run the steam version or use windows 10 or any of the newer software needed to run old games like this on newer platforms 

The best i can say is .... something is happening every 2 seconds with the game causing the issue. might have just gotten bad luck with the combination of your hardware and software not liking this particular game.

short of trying different drivers and patches and such not sure what you can do about that

already tried to give it it's own CPU cores while every other program was running on other ones, so I don't think that's the issue.

This is an old game, you have 4 cores, HT doesn't matter in this instance, if you have netflix open it causes stutters like this, if your game is loading off a HDD it will stutter as it loads.

it's loading off of an SSD with nothing else but games on it, all i really had open was like irc and discord.

we have very similar specs and I have everything heavily overclocked. I have no stuttering what so ever. If you're having issues in one game, you will have issues else where. You can't ignore issues like this.
