I'm not sure where you saw that but the RTX 2080 is MASSIVELY better than an RX 580, not to mention dual RX 580's. To give you a point of reference, RX 580's are a hair slower than a GTX 1060. Dual RX 580's can't even think about comparing themselves to a 2080. Also, you probably need new friends as an RX 580 can be had for 123 USD to 150 USD on the used market. Just continue saving for the 2080, you're better off with that card.

So I was saving up for a Strix 2080 but my friend offered me a Strix RX580 for $160. Now I could get crossfire 580's or i could wait longer and get a 2080. From a basic google search, it seems that the 580's beat out the 2080 but I'm not sure if it's the best option.

I would wait and get an RTX 2080. Two 580s will not only need more power but will perform worse, not to mention that the games you play have to support multi-GPU in order to fully use that setup.
