There's cheaper RTX 2080s. The Strix is usually the most expensive (excluding the water loop cards). Prices for the 2080 start at $1050.
Also prices for the 2070 start at $750. Not sure where you're seeing $929, again $929 would only be for one of the most expensive RTX2070s.

 

Make sure you're not sorting price from 'highest to lowest' when shopping ;)

What ram could i choose then. (i plan to overclock this ram to 4000) And the Strix card is $850. Im happy with that.

4000 is pretty excessive, what's it needed for?

because the latency doesn't dictate the frequency, although if you managed to oc a cl14 kit to 4000 it would be at better timings than a cl16 kit

But if i change the latency to 16 or 17 or something with 1.45V would it work?

can't guarantee, since any OC is dependent on chance as to whether or not it'll work.

You're going to see bugger all performance difference in games between CAS 14 and CAS 16 RAM. Same with going to 4000MHz which is only going to provide marginal improvements over 3200MHz. Better off spending that $100 towards a more powerful GPU or something that will actually make a difference.
As for overclocking the RAM, well, that will largely just come down to luck whether either kits will be stable at 4000MHz. Expect it to only do what it's specified to do, anything beyond that is a bonus.

If it were me I'd just get a kit of 2x8GB 3000MHz RAM, maybe 3200MHz if you want to be fancy. Should only cost around $150-$175 or so. Overclock it as much as you can, tighten the timings if you're really bothered, and consider anything beyond the 3000/3200MHz to be a free bonus.
