Can you use: Peltier thermoelectric cooler .In order to cool the processor with the use of water cooling system

Yes, but there's a catch.

 

TEC's are hugely inefficient, and with todays CPU's you will also need many TEC's built into a water loop for it to be able to handle the heat.

You would also need a way of controlling the TEC to keep temps in check, you don't want to run the loop to cold or you will have condensation issues.

 

A TEC system big enough to cool modern CPU will be rather extensive, and if you try to use any radiators in the loop you will actually be working against the TEC. And you would likely need either 2 loops, one to cool the hot side of the TEC's, one for the TEC to chill for the CPU, or have multiple BIG Air coolers attached. The system would be rather large.

 

In the end they are really not worth it.

That, and condensation risk wouldnt be worth it to me. Placing radiator outside of case (and not above it ;) ) would mitigate the risk.
