Isn't r 5 2600  overkill for 1060 3 gb model?

Not at all, you should always have extra processing power under the hood.

I don't know where you're from but pretty much across the globe a GTX 1060 3gb is no longer anywhere near worth 200 dollars.

The 2600 is a pretty great CPU for general computing, it will handle your 1060 without any bottlenecking, and it gives you a nice baseline if in the future, you're ready to upgrade the GPU without having to rebuild your system from the ground up.

If you haven't bought yet: Bear in mind that the 2600 is about to be succeeded by 3rd gen Ryzen (which promises to be an improvement.) This could mean a good price drop coming soon for the 2nd gen stuff too. (It is pretty well priced with the free games and stuff currently though.)

well thats 1 heck of a place to buy a GPU, what about AMD?

I've seen used (3gb) 1060's on ebay for about $70-90 USD shipped lately.

The R5 2600 is currently $165 new from what I've seen around, and includes 3 brand new game titles.

Is that what you're asking?
