The single fan triple slot card is pretty good, you don't need to get the dual fan one. I don't believe they make a triple fan.
The dual fan and single fan EVGA XC Black 1660Ti should have near identical temps. The dual fan is longer and has a thinner heatsink, with 2 fans to help. The single fan is shorter with a thicker heatsink, and has a larger and higher rpm fan to cool it.
During my testing, before handing the system off to my friend, the GPU never exceeded 65C; even in Time Spy extreme and Superposition 1080 Extreme.

Usually, only the high end cards (1070 and above, for last gen) have actual RGB connectors on them for case LEDs. Lower end GPUs can still have RGB built into the GPU shroud, but won't have additional headers. If there is a 2060 with RGB headers, I would suspect that it would be an Asus Strix model (my 1070 Strix had an RGB header for connecting LED strips to).
