Asking How to Create A MS_DOS 7.1 USB boot

I want to change my Bios Booting Logo,so I have to Create A MS_DOS 7.1 USB boot.

BUT. When I try to create the booting tools, it told me that "zhe disk has been protected".

What should I do ..................

What tool did you use?

Check the file permission. It seems only read permission is granted
