I live in Scotland, its not hot here and it is pretty wet. I've never been static shocked. Here's the question:

Can I build a PC in a carpeted room?

Yes you can, just make sure you ground yourself. Touch the case frequently or get one of those wristbands.

You can build on carpet but if possible use that wooden table or take carpet away.

You could, but ground yourself before you touch any of the components. Also, when you're putting stuff onto the motherboard before putting it into the case put the motherboard on top of the box it came in, not on the carpet.

I built my PC in a woolen jumper and on carpet.

 

Just make sure to touch the case every so often.

Compatible with Windows 95
