Imbalance between fan 1 and fan 2 on my RTX 2080 ti FE

The fans on my RTX 2080 ti FE are noticeably audible. I opened up Precision X1, and it says Fan 2 is doing 1500 rpm while Fan 1 is doing nothing. Is this right? The settings are on default, and no load is being applied.

1 fan is the GPU fan, and the other fan is power fan. I see on the fan speed, both fans are unlinked, that's why both fans are running independently, 1 fan run based on the GPU temps, the other is running based on power/VRM temps, I guess..

 

If you want both to run at the same speed, then click that broken chain icon to turn the linking on.

That is perfectly normal. I wouldn't touch it at all.

The fans are linked independently to monitor different temps on the card which is why one can spin faster than the other. Each fan is keeping the designated areas cool that are predetermined in the software. 

 

This is very common and you have nothing to worry about.
