First draft of my first build

1. Budget & Location

Budget is in CAD and flexible, but I'd like it to come in below $2,800.

Hard limit of $3,500, if the performance is worth the money.

I will be buying all peripherals, but I'm budgeting that separately once I know roughly what the system will cost.

My girlfriend is also going to be buying herself a new machine, so I plan to use money under budget to surprise her with upgrades.

2. Aim

Gaming, recording gaming, live streaming, some video editing of the recorded games.

Mostly RPG type games, I suspect Fallout 76 or the next Fallout release will be the most graphically intense thing I play, but I will be livestreaming it.

3. Monitors

1 Monitor, likely 1080p with 144 refresh.

If there's a good sale price, I might get a 2k or 4k, but my eyes can't tell the difference

4. Peripherals

TBD. Does not count towards budget

5. Why are you upgrading?

My current system is just for browsing and doing taxes. It's running a Core 2 Duo with 2GB RAM, so no amount of upgrading will save this senior citizen.

I currently do all my gaming on a PS4, but that is shared with the girlfriend and is also our Netflix machine.

I won't start buying any of this before April 2nd, as I'm moving into a new place April 1.

I've put together a rough starting point, with prices based on the Canada Computers website since I plan to buy local.

If there's a ridiculously high price on something, please point it out.

Unless I've done something very wrong, I think I just need help filling in the blanks.

If this is the case, the 2070 is a little excessive. Bethesda games are on the simple side graphically, but there are some other issues with high refresh rate Fallout you should look into (don't forget, Fallout 76 is a buggy mess). The 2060 is a good way to save if you like, it should have all the graphical muscle you need for a game engine from like 6 years ago.

And then if you want some extra spending to overclock, grab a be quiet dark rock pro 4.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Actually, I would recommend the board and cooler from luke’s Build instead of what is in mine

I would agree with @LukeSavenije's list, however since you mentioned high refresh rates I would probably swap the 2080Ti for a 2080 and get the Aorus monitor (https://ca.pcpartpicker.com/product/RPCD4D/gigabyte-aorus-ad27qd-sa-270-2560x1440-144-hz-monitor-aorus-ad27qd-sa).

If you really don't care about 1440p, then take that list and swap out the GPU for a 2070 (or maybe even a 2060) and the monitor for a 1080p 144Hz. Both options should leave you with plenty left to surprise your girlfriend.
