Is Lenovo Y740 ROM upgradable?

Assuming they provide you with the hdd caddy, cable, and screws, yes. Some models will not include this caddy when you buy the ssd only model. Some models will use a proprietary cable and you would need this as well.

 

It is usually safer to buy the hdd only model and add an ssd. 

I was thinking about buying the lenovo Y530 but since Y740 has been released I thought it would be better to buy the 740 but I can't afford a Y740 with the prebuilt version with 1TB (7200)+ 512GB SSD M2 NVME only the one with 512GB SSD, So I am asking if I would be able to but the 512GB version and later buy an 1TB HDD and place it on the Y740 which would be better for me. So I could not spend more 400 Euros.

Usually manual upgrades are cheaper

Unfortunately there isn't a HDD version only SSD, SSD+HDD(to expensive).

In that case you can get the ssd model and hope it comes with, contact Lenovo about that exact model and ask if it comes with (not likely to get an answer), or do what I did and order the parts just in case (royal nightmare to find/buy the hdd upgrade kit for my model)
