High CPU idle Temp+Large Fluctuations

My motherboard reports temperatures correctly in the bios as about what you would expect of an AIO, but no matter what software I use in windows, they all read high with large fluctuations in temperature, as low as 28C and as high as 50C IDLE, on an AIO. These readings are consistent with the STOCK COOLER I HAD ON IT. The air coming out of the radiator is still room temperature, so if anyone has any ideas on what could be causing these weird readings, please let me know.

 

the AIO is a DeepCool Captain Pro Series RGB 240EX with sufficient air supply

 

And yes, I tried Ryzen master, MSI Afterburner, open hardware monitor, core temp, and HWinfo

Those idle temps aren't so relevant, things will lower fans speeds and keep sound levels very quiet and hovering at 50C over running at 30C but maxxing out all the fans. The real question to be asking is what are the temperatures when the CPU is under 100% load. That'll tell you if there is problems. Can you hear/feel the AIO's pump working/moving water? Is it cold on initial boot, but slowly rises in temp?
