What games are you going to be playing and are you wanting any specific color scheme because the build I put together on Pcpartpicker at the moment is sitting at $1155 with it having a Ryzen 5 2600, 16 GB of Ram, and an RTX 2070 for the core components.

I would go with the R7 2700 on that board. The VRM's will probably get a bit toasty with the 2700X. Other alternative for the non 'X' would be the MSI B450 Gaming Pro Carbon AC.

 

Also assuming he doesn't need anything else such as a monitor and peripherals you still have money left so I would get a better psu. The CX is ok but no real reason to not get a better quality unit for a pc like this. The Antec Earthwatts Gold Pro 550W is the same base price.

I think this build would work for your needs and I added a monitor just in case you don't have a high refresh rate monitor. The best part is you would have around $200 left after taxes in your budget.
