Intel Core 2 Duo e8500 Overclocking!

i recently ordered an Intel core 2 duo E8500 3.16 ghz, as i installed it on my Motherboard and tried to boot the windows 10, it showed up that base speed is 1.9 ghz in the Task manger but clock speed is 3.16 ghz in Control panel and in about Device. I don't have any option to increase my CPU's voltage in BIOS (American Mega trends 080005 ) AND my Motherboard is G31 chipset of Zebronics (Nvidia gt710 2gb ddr3, 4gb ddr2 RAm )

plz help how to get the bas espeed as 3.16 ghz and overclock my cpu in this case!!!!!

It should also be noted that your CPU will not be a it's full speed unless it is being heavily used (e.g. Passmark).

The Task manager isn't correct. It's incredibly buggy and you shouldn't be using it to read your CPU speeds.
