I wanna laptop
I'm not even going to try to go through hundreds of laptops and convert a foreign currency, but I will give you some thoughts from a veteran laptop enthusiast and flipper. If your budget is $60, you're probably limited to either an ok-condition Core Duo or Core 2 Duo era machine, or possibly an early, beat to shit i3 or i5 that's missing its battery, charger and hard drive (which would cost you $30-40 to replace and defeat the purpose). You're not getting a new laptop for $60. Look around and see what used ThinkPads are going for. You might be looking at a T60, X60, T61 or X61. With a good Linux distro like Ubuntu Mate or Lubuntu, those systems can still be used as a daily driver. I wouldn't go any older than those, though, or you start to get into 32-bit CPUs, and those are just an all-around terrible idea in 2019.
If you can't afford at the bare minimum a T60 with a Core 2 Duo and 4GB of RAM, start looking at the Dell Latitude line. They don't hold up as well to the years, but they tend to be cheaper as a result. The D620 would give you roughly the same performance as a T60. The D420 is tiny and underpowered, but the Core Duo is 64-bit and you can take it up to 2GB of RAM, just enough for the aforementioned Ubuntu-based Linux distros. If you do end up looking at a D420, do two things: take the battery off and make sure the hard drive is there, and if it is, boot into Linux on a live USB and do a short self-test on it. The 1.8" ZIF drives in D420s are becoming harder (and more expensive) to find in good condition. The D620 uses a standard 2.5" IDE hard drive, IIRC, so it shouldn't have the same hard drive issue.
A couple final notes: don't focus solely on that site. I don't know if yard sales or Craigslist/Kijiji/OfferUp are things where you live, but if they are, look there. I can think of several examples right off the top of my head where I practically stole nearly-new laptops from people who were convinced they were dead and just wanted to offload them for whatever they could. It's amazing what you can do with a working charger, right?
At $60, Linux is going to be your OS of choice. The odds of finding a machine that can comfortably run Windows 10 at that point are low. I have an X61t that can do it, but it doesn't really like to, and the whole system grinds itself to a screeching halt. Ubuntu Mate and Lubuntu are, imo, the two most functional low-power Linux distros, although technically you can make Arch a low-power distro if you put some effort into it.
If you're looking for a laptop in great shape at $60, you're looking for the wrong thing. You're going to have to accept that you will have cosmetic defects. A scratched up lid, a keyboard that's filthy or missing a key, maybe a crack or two. I would not ever, under any circumstances buy a cracked Latitude, but if you're looking at a T60 that has a small crack near the hard drive bay or something, you're probably fine.
And I hope this goes without saying, but with the budget you have, if you're planning on playing any games more intense than the small map in Minesweeper, you're in the wrong price range.
