i5-8400 + RX 590 + 16GB RAM enough for streaming?

Twitch please !

It should suffice, if you are concerned with lag free streams you can broadcast your stream to a cheapo secondary computer that talks to twitch and will cut down on lag. There's an article on it here, https://help.twitch.tv/customer/portal/articles/1988680-broadcasting-with-two-computers. As far as the 8600k vs. 9600k, they're both hexacore hexathreaded CPU's. I'm guessing you're looking at those CPU's instead of Ryzen because of your Z370 board so I won't suggest em. You should go with the 8600k as the 9600k isn't fully compatible with a Z370 board without flashing the BIOS. Save yourself some unnecessary headache and go for the cheaper, extremely similar 8600k. What is your overall budget here btw?

Would this be enough for streaming AAA games at medium setting @ 1080p?

How about in high settings?

Would you upgrade the CPU (maybe i5-8600k/9600k or 8700?) or GPU (GTX 1070/RTX 2060) in this situation if it's not enough power to stream?

Any other insight would help too, thanks !

It has 6 cores, i think its enough.

Say the game used 4 cores, and the streaming 2 cores.

Check the CPU usage in task manager.

I was actually suggesting items for my friend who is building a new PC. He got a good deal on a Z370 mobo and he mentioned that he wanted to stream, he also plays in 1080p right now. I knew the 8700 was sorta overkill and wasn't sure if the 8400 would be enough. He found a good deal on a 9600k now so he's getting that. I am likely going to be the one helping him assembly it so I don't see flahsing an updated BIOS as a hassle. His budget is about $1200CAD after taxes (13%).

So far he's getting:

Asrock Z370 Pro4 for $99 after MIR ($129 before) +tax

the 9600k for $329 +tax

DDR4 3000 g.skill cheap ram, 2x8gb for $129 +tax

Aerocool case for $60 +tax

I was going to suggest the RX 590 (approx $350 + tax), as I think the 580/1060 may be a bit to outdated for the next couple years and the 6GB frame buffer on the 1060/2060 seems to be limiting in 2-3 years as well.
