Brand new 2080 RTX not performing as expected. :(

I am a bit disappointed right now.  I had a 760 GTX for a long time until I got a 1060 6GB.  With the 1060 6GB I noticed AA is free,  I maxed out nvpanel settings except for sampling I turned it off super sampling and multi sampling off.  With these settings or at stock settings my FPS is the same in games. I was getting 120fps with 1080p.  Here is the problem every FPS game I play,,,  Quake Champions being main one gives 120fps.  No matter if its DX9 or DX11 game.  I changed riva tuner to 300 fps , and that made CS:GO pick up frames per second by like 40fps more.  But I don't get it I tried lowering game settings too,, but Im just stuck at 120fps ,,,,,, whats going on, maybe its hard injected or something.  What can I do to assure max fps cuz this RTX is performing like a 1060 ,,,, except you can use 1440p , and super sampling 8x ,,,,,, that's it...…. WTF I payed 699 shipped to gain 40fps on 1440p resolution.. That blows balls.  Btw Ive done DDU many times and tried 3 difference drivers.  What else can I do here.  Thanks

Your cpu is most likely bottlenecking your 2080 in those games

No no no I was frustrated at first sorry..... If you say its CPU related then Ill take the punch.  Im just dissapointed ya know.

Ok this was more a graphic post not really what games it does this in.. Every game is 120fps Hellblad is 100fps ,, I guess there is more to had with this 2080  So firstly I apologize for getting heated up I just never thought my CPU can be a bottleneck especially when the usage is at 35 to 45 percent avg at max......

Once again I apologize for getting heated up, I just never thought my CPU would be a bottleneck and didn't want to hear it.  But Im open ears now. I apologioze to you max settings and to all gurus....... I will take the hit oh well. Maybe by the time some nice monitors come out Ill have enough to do a double upgrade,, monitor and brand new rig with ddr4 and all that jazz.

So we get it dude. At least you get to play on higher quality now, and zen 2's around the corner, (screw 14nm).
