Higher resolution monitor affects CPU load or just GPU?

If both CPU and GPU can be bottlenecked by each other so is it theoretically nearly impossible to have a system without bottlenecks??

Yes. In (very) general terms, your PC is as fast as your slowest component. To get the most value out of it, you want to balance the load as equally as possible. Programs vary in how much they stress a single component, so which is why you need to know what the system will be used for before recommending something.
