Will my 750ti bottleneck my 3470

I bought a Dell OptiPlex with a 3470 and 8gb of ram, I also bought a evga 750ti sc, the one fan version.

I don't think so, used to have same card with a 4790k and didn't have an issue at all

Both are not very powerful, you should not have issues with CPU bottlenecking.
