Please, Help me With my Build?

Hiyas! Okay... So, as the year is starting and there was plenty of new Hardware releases through the year of 2018, I am considering building a new PC, but, as I am looking for a specific system capable of doing specific tasks I thought that it would be a smart idea to come to this forum, which is full with people who understand tech, perhaps more than I do, to ask for suggestions and ideas to build a PC that is capable of doing what I want it to do. Instead of just buying all the parts all on my own and spending more money than what I actually need to.

So... I wanted to ask for help, or assistance, I should say, to plan a build that is capable of handing 4K Gaming, and, Streaming, simultaneously.
Now... let's establish a budget... let's say that I can spend a maximum of $2,000. (Two thousand US dollars). Can this budget provide me the system I desire to have, and if yes, what would it be?

PS. I must also say that, I am NOT strict to any specific brands, so don't limit yourself to suggest only Intel and Nvidia products or/ just AMD products. Hardware is Hardware, regardless of the brand, some of those brands are superior than others, yes, BUT, what matters is what both have to offer and which of those offers give us better results, and to understand and consider this factor only in order to decide, and not exclude a ENTIRE line of products based upon brand-only preference.

By the way, this is my first post  It is good to be here. I will be waiting for answers!

I speak fast, people here will confirm about prices, im in CAD..

But for 4K gaming only you need the best hardware, to stream 4k at the same time is like xD

i actually wasn't aware 4k streaming was a thing

What you mean? Isn't possible to play at 4k and stream the game? I didn't meant necessarily  stream at 4k, but run the game on my end at 4k, and, stream at 1080p or 1444p.

Oh, I'm sorry, I will edit my post... I didn't meant to do both things at the same quality, even because most people won't be able to keep a real-time video playing in such a high quality.

I meant... ME playing in 4k and streaming the game, probably only at 1080p

Tried to get an option from both sides for CPU. Right now the better GPU falls in Nvidia's favor but that could change with Navi from AMD, I just don't know of any solid dates for it, only rumor so I went for the best at the time right now. For CPU it depends on the games since the 2700 from AMD will serve you as a well rounded CPU and while the 9900K does pull ahead in applications that favor faster clocks, I think the 2700 provides better value right now.

I see. Yes, Intel processors are superior, that is a fact... But the price of the AMD CPU really bothers me to pick the I9, I live in Brazil and prices here are so high.

For example... the I9 here cost literally MORE than 2x the Ryzen 2700... So yeah... It is a hard decision.

But thank you so much for that list, I will certainly consider it.
