well, my case is only capable with 200mm graphics card,so...

will an upgrade to e3 xeon and rtx2070 mini help?

why not just go for normal 8700k or something? also 2070 is basically 1080, so it would still struggle with 4k 60. avoid mini, as Rtx cards are hotter than grx cards.

I've got a Asus Maximus vii impact motherboard

a 4790k cpu

16 gigs of ddr3 1600

corsair 600w platinum certificated power supply

gigabyte gtx1070 mini(recently added)

I bought a 4k monitor and I want to run in ultimate config,is it good enough?

which platform am I going to choose if I need to change

no, i have the same config without the 4k monitor,
4790k, z87 Msi gaming 5, Asus 1070 Strix, 16 gb ddr3 1600, corsair RM 850, but it depends on what you do,
i do VFX works on it and video editing without hassle, only thing i would is add another 16 gigs of RAM,
if you want game in 4k Ultra, then yes, it's a little outdated, 4790k bottleneck 1070 by 4%, but that's nothing, but 1070 can only handle so much.

if have the option to change one component, its your graphics card, go with 2080 or 2080Ti and you are fine with 4k gaming with 60 FPS if somethings are tweaked.

Edit : your CPU will definitely struggle with 4k, trust me i work on 4k footages, but a 2080ti would be more than enough to negate it

I think he's talking about 4K gaming which his CPU will be fine, it's his GPU that wont be powerful enough.

hence i said 2080ti would be more than enough // for gaming is what i implied, i was talking about editing footages that it would struggle
