Google specific models. There is Zotan Mini version which is 211cm or 8.3 inches.

Main system: Ryzen 7 7800X3D / Asus ROG Strix B650E / G.Skill Trident Z5 NEO 32GB 6000Mhz / Powercolor RX 7900 XTX Red Devil/ EVGA 750W GQ / NZXT H5 Flow

Some shopping sites let you sort by length, though they tend to have wrong information on those types of details a lot. If you're looking for information on a specific model, search for it on the company's website. They'll almost always have detailed product information.

Major manufacturers typically have a web page for each model. On that page there is usually a tab or link for specifications. The length is usually listed. Examples: https://ca.msi.com/Graphics-card/GeForce-GTX-1080-Ti-GAMING-11G/Specification (see Card Dimensions), https://www.asus.com/ca-en/Graphics-Cards/ROG-POSEIDON-GTX1080TI-P11G-GAMING/specifications/ (see Dimensions), https://www.evga.com/products/product.aspx?pn=08G-P4-2182-KR (see Dimensions on the Specs tab).

GTX 1080 Ti under 270mm are rare. You might consider an RTX 2080 as I believe the reference is ~268mm.

If a hybrid is possible (need to be able to mount a 120mm rad), they are usually shorter than fan cooled.

80+ ratings certify electrical efficiency. Not quality.

I might have to go for a 2080 then, I didn't want to buy it because I won't use the ray tracing features and pay $100 more. Will keep an eye out for a 1080ti hybrid and see if I can find one under 270

A shorter GTX 1080 Ti https://www.gigabyte.com/Graphics-Card/GV-N108TAORUSX-W-11GD-rev-10-11#sp

Going forward I expect game writers will start to make use of the features of RTX. So the added investment may not be a total waste.
