Chrome "New tab" issues

I have chrome set to open new tab page on startup. Previously the page looked like the first picture below. Which is what i want. Now it opens like the second picture and i can't figure out how to change it back. Once it is launched, if i open a second "New Tab" page it looks correct. Any ideas? I have restored chrome to default as well as uninstalled and reinstalled it. I checked on my wife's computer and hers is actually doing the same thing.

If anyone else is having this issue i found the solution.

 

Open chrome://flags

Find "Enable using the Google NTP"

Enable this setting

Relaunch chrome
