Help me buy a budget gaming Monitor

I want to buy a budget gaming Monitor for casual gaming.

My main issue is that it should be portable as I would shift annually. By portable I mean sturdy and not very big size and light weight. 

I want a the monitor to be less than or equal to 22 inch 1080p resolution, at-least 60Hz refresh rate, response time less than or equal to 5ms. 

My budget is 200$.
