I got an i5 8600 and started with the stock cooler.

 

Firstly the noise was horrendous, it was like a plane taking off. Temps were way way high, thermal throttling aplenty dujring benchmarks and gaming.

 

I bought a pure rock slim for about $30 (IIRC) and now I don't get above 70 and I hear little or no fan noise.

Intel page says that the i7-8700 throttles down at 100*C so this means there's something wrong with the cooling and it decreases performance to not get past 100*C. Check if you have thermal paste under the heatsink. If you do, reseat the heatsink, get it off and put it back,be sure the pins are well pushed / screwed. Most likely the heatsink doesn't make contact with the CPU.

i would say wither get a 240mm aio (if you can afford one) or somthing like a coolermaster 212/ noctua NH-9UB SE2, like Xx_DonutEater_xX said
