Max clock speed on idle?

I just noticed my Ryzen 5 2600x's clock speed has always been on max (3.60GHz Base Speed) when it's on idle the cpu usage is very little (singular digit). I read on another forum that if change the minimum processor state to 5% then it should fix the problem, well something did change but now it's just keeps on fluctuating from 2.2 to 3.6 then it just keeps going down and spiking up, is this suppose to happen?

You need to change it to any value below 50%.  I use 20%.  What that allows for is the CPU to reach all its p-states which it needs to be capable of in order to reach its highest speeds.

 

And yes -- the behavior you're seeing is normal.

Then you need to also check what Minimum Processor State is set to under the Windows power plan you're using.  It should go down to 2.2GHz.

I don't know what you're getting at here.

At first I didn't realize what you said as I mis-read your statement and then I was just seeing what you're CPU does.  Like a poll. 

 

Mine mostly stays at 2.2GHz when idle, but sometimes dips below that as shown with HWiNFO.
