Yeah it'll bottleneck. From my own knowledge it won't really be able do play most games that are current, it only has two cores.

There is no such thing as i3 3760.

 

Regardless any of these several years old i3's will bottleneck a GTX 1070.

To be clear, there will always be a CPU bottleneck depending on how you configure your video games. Many CPU intensive games of the last 2 years will hit an older i3 pretty hard, which will obviously bottleneck that 1070.

I think only at 4k the 1070 won't be bottlnecked by a 4th or 3rd gen i3. i reccomend at least a i5 6600k or i5 4690k(even that will bottleneck it slightly at 1080p) for a 1070.

A Ryzen 5 1400 makes more sense to purchase nowadays than any Intel 3rd and 4th gen used i3/i5

Yeah, it'd probably run great. Especially with a K-series one like an i5-4670K
