I don't know about Ryzen OCing. But based on what budget coolers can do with Intel, you can get average easily and bit over average if you aren't afraid of running chip bit warmer.

I'd be fine with running it a bit warmer for the performance, do you know how well the freezer 33 cools?

Thats kind hard to say. Every chip is different. You can check how it compares to other coolers from reviews, here's couple:

https://www.kitguru.net/components/cooling/dominic-moass/arctic-freezer-33-esports-one-air-cooler-review/5/

https://bit-tech.net/reviews/tech/cooling/arctic-freezer-33-esports-one/2/

Its budget cooler, it cools like one. It just happens to be top end of the budget coolers.

It is much beefier cooler and will cool better. Rest is up to you. If the price difference is too big, you should think is overclocking potential worth extra or not.

someone else recommended it, is it better than the hyper 212?

The eSports ONE is a bit better.

What case and ram are you using?

Case Fractal Design Focus G (White) and ram is to be decided maybe G Xkill Flare X 3200Mhz CAS14 but thats a bit expensive so lets say maybe that of Corsair Vengeance LPX C16 3200Mhz White. what ram do you suggest if you have any. (I know its the wrong section, sorry)

Unless you need fast memory for a specific reason, I'd save money and go with cheaper ram. https://pcpartpicker.com/product/FNprxr/gskill-aegis-16gb-2-x-8gb-ddr4-3000-memory-f43000c16d16gisb

Fuma Rev. B is great: https://pcpartpicker.com/product/ffKhP6/scythe-fuma-revb-790-cfm-cpu-cooler-scfm-1100

If you want to say away from silver for aesthetics, good alternatives include:

Windale 6: https://pcpartpicker.com/product/ntwqqs/fsp-group-windale-6-600-cfm-cpu-cooler-ac602

Hyper 212 RGB BE: https://pcpartpicker.com/product/hHDJ7P/cooler-master-hyper-212-rgb-black-edition-573-cfm-cpu-cooler-rr-212s-20pc-r1

@WoodenMarker how would the cpu cooler work if it has 3 fans? 3 fan headers? and isnt it loud?

Yes, you'd need a header per fan but the Fuma Rev. B comes with a splitter so you can run it off of one header.

All of the coolers I recommended are pretty quiet.

If you're not sure if the programs you're using are particularly demanding when it comes to ram speed, they probably aren't.
