Bluetooth mouse always not connected when a pc starts up

I am running windows 10, 1809 version. Using onboard bluetooth on Asrock's B450 gaming itx (This one https://www.asrock.com/MB/AMD/Fatal1ty B450 Gaming-ITXac/index.asp). The mouse I am having some annoyance is the logitech mx anywhere 2. I am currently only using the mouse for the pc only via bluetooth. It works fine, except when I start the computer, I have to turn the bluetooth on the pc on and off (from the settings for example) then the mouse can be connected. Otherwise, if I go to the bluetooth in settings, I see the mouse being "paired" but not "connected". I wonder whether anyone has encountered this before, and were you able to solve it? If so, please share :D (Of course please help me troubleshoot if you do know something :D )
