mouse lag when steaming netflix and other video services

My mouse seems to stutter when ever i try to watch something through netflix, hulu, or youtube movies on google chrome. I don't have any issues while watching normal youtube videos or watching live streams through twitch. I've tried reverting my display drivers and it didn't help. My CPU doesn't go above 20% so its not that anything is under load. Is there any way to fix this?
