The stock cooler is good.

 

If you plan on overclocking, the U14S & 12S are good coolers, but I'd recommend going up the 30$ for the dark rock pro 4 or D15. Don't get the 212.

2600, I know the stock cooler is enough but I'm going for a quiet build and I'm not sure about OCing yet, and iim using the b450m mortar from MSI

Stock cooler isnt loud at all, you'll be fine with it. Until you want to overclock, just use that for now

There are tons of coolers in that price range. Here are a handful of quick ones that see lots of use. I also tossed in the CM 240mm AIO. It isn't THAT much more expensive and will out perform all of the coolers in that range.

Then I'd go with the U12S like you mentioned earlier or get the Arctic Esports as @AngryBeaver mentioned. Both are good coolers. But noctuas fans are quieter

212 evo and its spin-offs are noisy and not cost effective in 2018. 

C7 is meant for SFF and is not recommended for a regular build, as its temps are crap. 

Why would he need a 240mm AIO for a 2600?!?!?!? Overkill and useless, it will have exactly or very slightly above the same performance as for example the M9A as you'll hit a voltage wall (1.45V+) at 4.2/4.3ghz with zen+. 

Freezer 33 esports is the only good cost-effective cooler in here, but honestly when the M9A and Gammaxx 400 are $10+ cheaper I see no point in buying the Freezer 33.

I used an evo for years on an older 2600k build. Never noticed it being "noisy." I thought the c7 was the h7 apparently. So good catch there.

 

As for the AIO you mention noise level, but don't see the benefit of a 240mm rad on that chip? He also plans to overclock in the future so depending on the silicon lottery the voltage to hit the speed he wants could add substantial heat. Tdp goes out the window once you OC.

 

In the end my list was just to point out there are tons of decent coolers in that range. His best bet would be checking out the cooling tier list. Truthfully I use water-cooling for the majority of my systems... the ones I dont either have a hand me down cooler or even stock in some cases.

No I don't see the benefit because temps/voltage increase almost exponentially after 1.35V which G400 and M9A can cool, leading to almost zero if at all any clock speed increase on Ryzen.
