Mafia 3 micro stuttering

I finally bought Mafia 3 and I thought it would have been optimized since launch which was a disaster. I'm running 100% stable 60 FPS with max settings but I get lot of stutter especially when I turn the camera. Sometimes it feels like 30 FPS rather than 60. Has anyone been able to fix it or is it still just a bad port?

 

I've tried in-game and Nvidia Control Panel Vsync, FPS limiter and unlimited FPS but there isn't really a difference. 

 

I also noticed that this game really stresses Core 1 and 3 on my CPU while rest of the cores usually run at 20-40%.

Tried it but didn't help. I guess I just have to deal with stuttering

Turn v-sync off and set fps to unlimited. Set antialiasing to low. Your fps should be well above 60 if it isn't, check the ini file to see if fps is capped. May also want to update your driver if you haven't already.

I already tried various vsync modes and FPS limiters and I get 70-100 FPS without them. I also recently updated drivers. I replaced blurry in-game AA with FXAA.
