I tried to open radeon settings but it always turns off right before it loads up

Graphics card: R7 360

 

I have recently had trouble with amd drivers.   

 

If I install the adrenaline version 18.12.2 or higher i'm not able to open up settings

 

I downgraded the drivers to adrenaline version 17.12.1 and the settings did launch up but relive shortcuts won't work so i wont be able to record

 

i'm not sure if its an issue with the motherboard or graphics card but this really did drive me crazy

 

i've already tried DDUing 

 

any information will help
