Probably getting old and dying, slow as hell or a mix of the both. If all you're using is a 250gb hard drive, it might be worth to spend 40$ on a 250(or more)GB SSD

welcome to the Linus Tech Tips forums!

sounds like you might have some illness or malware. something that works in the background accessing your drive isn't normal.

scan with malwarebytes, check the task manager for unwanted program access..

I'd probably just start by disabling any unused background programs and uninstalling all programs that you don't use.

Do you have any anti virus software? Has it detected anything?

Could be malware, could just be windows 10 being windows 10. If it's an old disk then I'm going to say the latter option, I have experienced that myself when using older harddrives

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Builds:

The Toaster Project! Northern Bee!

The original LAN PC build log! (Old, dead and replaced by The Toaster Project & 5.0)

It sounds like you have a lot of programs running in the background. Check taskmgr and delete or stop programs that are using the disk. If you want to spend around 75 dollars you can get a 500GB Samsung 860 Evo. It runs way faster than an HDD. I built somebody a computer a week or so ago and put the 860 in it. They love it compared to their slow HDD in their old build.
