First of all I would like to greet everyone and apologize for my poor English. ? I am a new member of this big family from Georgia (country).

I have a prehistoric computer with 775 socket, 1GB Ram, GeForce 9500 GT and .... ?

Unfortunately, my finances are very limited (Only 400$) and if possible, I would like to make the best computer at this price.

I don't know anything about it, so I ask the competent people to offer the best options.

Psu allows future upgrades like a graphics card, if you plan on it

+$60 for HDD. You can't do anything with a gaming PC and only 240gb.

~$40, so not even that much more of a hit on the budget

Proper grammar and punctuation.

Adjectives other than "cool" and "dude" to describe something.

Clear, concise and limited emojis.

Don't worry about your English, my friend.  It's better than most native speakers.  At least on the internet.

By a used dell workstation for $125-$175. Aim for one with a 3770 or 4770 I7 cpu. You should be able to find one with 8 - 16gb of ram and a 320-500gb HD.

Now you probably will have an SFF version so you will want an SFF 1050 or 1050ti for another $150ish. Lastly if you have the budget I would also get a 250gb SSD for another $35-$40.   Your total cost should be around 350 for all that.

This would get you everything you need to have a decent gaming machine and would be under your budget. This will out perform the 2200g builds I am sure are about to flood this forum.
