Why does youtube's volume normalization suck so badly?

If you don't know, youtube has a volume normalization algorithm. (Right click, stats for nerds, Volume/Normalized)

 

First off... why? Secondly, why does it suck?

 

I've just watched a video with a content loudness of -13 dB, then to a video with a content loudness of -2.4 db, and there is NO VOLUME NORMALIZATION whatsoever. 

 

WTF? Why doesn't it do anything?

YouTube's audio normalization kicks in at a specific point, basically 0.0dB or higher.

Basically, if you see a video with this, it has normalization.
