HDD turns off after 15 seconds of inactivity

My 2nd drive - HDD turns off after 15 seconds when nothing needs it to read or write something to it.

 

And then when something is needed from it, it takes 3 seconds to start up and I always have to wait for it.

This can be changed in the power settings within W10.
